If your not in a hurry for tires wait until the new year.  If I am not mistaken, Ottawa Goodtime center had a 50% & 40% off tire sale.  The sale started in February until April.  I believe some people from this site made their way to Ottawa to buy these cheap tires.
Ottawa would be closer than Toronto.
